I would not make such an assessment given that the process is underway; Armenia has sent the latest, 10th revision of the Peace Treaty. Here we have taken an important step, proposing that Azerbaijan sign the treaty while leaving almost all agreed-upon articles in it.

This was stated by the Chairman of the Permanent Commission on Foreign Relations of the National Assembly of Armenia, MP Sargis Khandanian, during a conversation with journalists in the NA, in response to a question regarding the suspended state of the process.

“I believe that the key part of the Peace Treaty has been agreed upon, and in content, these are very important. Thus, it is possible to have a Peace Treaty and sign it. Now the ball is in Azerbaijan's court, and Azerbaijan must respond officially to this, with official proposals. However, we must also consider that what Armenia has sent is agreed upon, and here it is a matter of political will to sign,” he said.

Addressing Azerbaijan's recent demands regarding Armenia's armament, Khandanian noted that Baku is also arming itself. “The actions to meet Armenia's defense needs and solve its problems are a sovereign decision of Armenia; a third party cannot force or demand that the RA not procure arms. Armenia has made a clear offer to Azerbaijan to establish a mechanism for mutual control of armaments, which has gone unanswered. We must take into account that Azerbaijan is also arming itself. If there are concerns there, there are even more concerns here, which is why Armenia's proposal is logical,” he added.
