Inmate Dies in Correctional Facility

Officials from the security department of the "Armavir" correctional facility have failed to maintain adequate supervision over individuals held in detention, resulting in the murder of an inmate. The prosecutor has submitted the case to court. This information comes from the Prosecutor General's Office of Armenia.

It has been reported that due to the negligence of several officials at the "Armavir" Correctional Facility, an incident of repeated violence against a detainee by his cellmate went unresolved. On October 13, 2022, the body of inmate A.Y. was discovered in one of the cells of the "Armavir" correctional facility.

According to the preliminary investigation into the criminal proceedings, it was found that A.H., who was held in the same cell as A.Y., had repeatedly struck him intentionally, causing severe bodily injuries that resulted in his death.

The criminal case against A.H. on charges of murder, causing serious harm to health, and inflicting severe physical pain or psychological suffering was sent to court on December 22, 2023.

It has also been revealed that on October 13, 2022, three employees of the security department, A.K., Kh.K., and M.Z., who were supposed to supervise the behavior of detainees in the cells, failed to perform their official duties properly.

According to the forensic examination of the body, the injuries to A.Y. were inflicted during his lifetime.

On July 22, 2024, criminal prosecution was initiated against the three security employees for official negligence. By the investigator's decision, an alternative measure of restraint in the form of a prohibition on absence was applied to the accused A.K. and Kh.K.

As per the supervising prosecutor's decision on August 30, 2024, the restraint measure applied to A.K. and Kh.K. was changed to a combination of a prohibition on absence and suspension from office. A search has been declared for the accused M.Z., and his criminal proceedings have been separated.
