The Document on the Dissolution of Artsakh is Illegal, it has Not Acquired Legal Force: Shahramanyan
I am not aware of what packages have been presented to the Armenian government regarding the return of Artsakh residents; we have not presented options and have not discussed any proposals with the government of Armenia. This was stated by the President of Artsakh, Samvel Shahramanyan, during a conversation with reporters at Yerablur, commenting on Prime Minister Nikol Pashinyan's statement that the return options envisioned by the people of Artsakh are unrealistic and contradict the state interests of Armenia.
“The return is our right and it cannot hinder or contradict the state interests of Armenia,” the Artsakh president responded.
Commenting on Pashinyan's statement that he did not sign the decree on the dissolution of Artsakh, Shahramanyan said that after moving to Armenia, they announced that the security of Armenia is a priority for them. “This is a crucial part of our homeland, and we must do everything to ensure that we do not jeopardize the processes currently being carried out by the Armenian authorities and do not harm the security system of Armenia. However, we are seeing that the issue of the dissolution of Artsakh is being manipulated on various topics. This is a false thesis; the document that we were forced to sign provided the opportunity for the peaceful population of Artsakh to relocate to Armenia. I want to emphasize that the armed forces were also moved— from the minister to the private soldier. Unfortunately, we also had hostages from our military-political leadership. From the very beginning, we were aware that this document is unconstitutional and illegal; this document has not acquired legal force and has not been officially published in the legal system, after which it could only be considered a normative legal act. Having moved to Armenia and seen the opinion of our population that people did not want to integrate into Azerbaijan and remain under Azerbaijan's yoke, they decided to leave their homeland. We have made a decision regarding this document and submitted it to the Prime Minister of Armenia. It is pointless to talk today about the validity of this document,” Shahramanyan concluded.
