Former Employees of Artsakh's NSS Will Have the Opportunity to Work in Relevant Positions at Armenia's NSS

The National Security Service is proposing to create legal frameworks to appoint former employees of the Artsakh National Security Service to relevant positions within the National Security Service of Armenia. The project was presented at a special session of the National Assembly by Andranik Simonian, the deputy director of the National Security Service of Armenia.

“Many employees of the National Security Service of Artsakh have expressed a desire to transition their service to the national security bodies of the Republic of Armenia, subject to acquiring Armenian citizenship. It should be noted that some of these individuals held senior or chief group positions within the Artsakh NSS and held high military ranks. Therefore, merely obtaining citizenship will not be sufficient for them to be appointed to corresponding positions within the national security bodies of Armenia,” Simonian stated.

The proposed project aims to amend Article 19 of the Law on Service in National Security Bodies, stipulating that in the event of vacant positions within Armenia's National Security Service, individuals who held positions in the Artsakh NSS as of September 19, 2023, may also be accepted for service and appointed, taking into consideration their duration of service in Artsakh, the position held, and their military rank.

“I would like to emphasize that according to the project, this regulation will be temporary, effective until July 1, 2025. The adoption of this project will have a positive impact on the replenishment of the NSS of Armenia with new personnel, as well as in the context of realizing the social and labor rights of individuals who have moved to Armenia and obtained Armenian citizenship,” Simonian concluded.
