A Wall is Being Built Near the Alternative Road to Kiran
The alternative road to Kiran will have walls built on both sides. According to Kamo Shahinyan, the administrative head of Kiran village, construction work on the road is ongoing. “It will probably take another 15 days, and they are building walls on both sides of the road,” Shahinyan told Factorinfo.
Regarding the compensation for villagers who have lost their property—land and homes—due to the illegal delimitation initiated by Nikol Pashinyan's government, our interlocutor assured that he has no information about the process. “What I was told and written about before is what I know; nothing has changed. I do not know whether they will provide compensation, nor how much it will amount to; I know nothing,” said Shahinyan.
It is noteworthy that on June 30, Azerbaijani armed forces placed a large flag near the Kiran village, which is also visible from the neighboring village of Achar kut. According to Tavush journalist Vardan Sargsyan, this has a negative psychological impact on the residents of Kiran and Achar kut.
On May 15, the commissions for delimiting the borders of Armenia and Azerbaijan issued a joint statement indicating that during the meeting on that day, they agreed on the joint compilation of a Memorandum to define border sections between the settlements of Baghanis (Armenia) – Baghanis Ayrum (Azerbaijan), Voskepat (Armenia) – Asha Askipara (Azerbaijan), Kiran (Armenia) – Kheyrumli (Azerbaijan), and Berkaberd (Armenia) – Kyzyl Haji li (Azerbaijan) to align with the legally justified inter-republican borders existing at the time of the collapse of the Soviet Union. It was noted that the mapping from the General Staff of the USSR Armed Forces in 1976 was used as the basis, which went through duty procedures in 1979.
Accordingly, the section of the interstate road from Armenia to Georgia passing through Kiran is also being transferred under Azerbaijani control, and the Armenian government has begun the construction of the alternative road from Kiran to Achar kut. Preliminary data indicates that about 8 hectares of land belonging to residents have also been handed over to Azerbaijan.
