Then things derailed again. Biden lost "the thread of his thoughts" and simply fell silent, staring at the floor. When he raised his head, it appeared that he had regained his thoughts. Instead, Biden made the absurd statement, "We finally won Medicare." This refers to the social security and healthcare program for the elderly, which is supported by Biden's administration.
