The leadership of Artsakh was arrested on October 3, with no one left in Artsakh.
This was stated by Samvel Babayan in an interview with Aysor.am. “Only the officials from the Artsakh Ministry of Internal Affairs and security personnel were alone in Artsakh. They had come to cross over to the other side when they were stopped by Azerbaijanis, who said that until your leaders surrender, we will not let you go; we will take you to Baku. They returned these people. They went and spent the entire night negotiating with those leaders who were in Ivanian, near the Russian peacekeepers, convincing them to go to a house where they were to meet with Azerbaijanis. The leaders went there and were arrested by the Azerbaijanis. The people who were supposed to ensure the leaders' safety went back to Armenia. They had two options: either to kill the leaders or to extract them safely from there, but they chose the third option, which was to surrender them to Azerbaijan,” he stated.
