Vietnamese President Discusses Agreements Reached with Putin

Russia and Vietnam have signed several documents during President Vladimir Putin's visit to Hanoi, according to the Kremlin's website. In particular, the parties agreed to strengthen their comprehensive strategic partnership.

Russia and Vietnam also signed an agreement on cooperation in the field of higher education and a memorandum on the timeline for implementing a center for nuclear science and technology.

Vietnamese President Vo Lam announced, following negotiations with Putin, that they would not join alliances with third countries to the detriment of each other, as reported by RIA Novosti.

Putin, for his part, stated that Moscow and Hanoi are against the creation of closed military-political alliances in the Asia-Pacific region. “During discussions on the situation in the Asia-Pacific region, mutual interest was expressed in building a reliable and adequate security architecture based on the principles of non-use of force and peaceful resolution of disputes, in which there will be no place for closed military-political alliances,” he said.

The Russian leader also announced plans to transition to settlements in the national currencies of both countries.

During the visit, cooperation documents were signed by the justice ministries of both countries, the federal service for the protection of consumer rights and human welfare, and the Russian-Vietnamese tropical research and technology center, Ranhigs, as well as the Academy of Social Sciences of Vietnam, the Far Eastern Federal University, HSE, and Hanoi University, Novatek and Petrovietnam LLC, the Russian Direct Investment Fund, and the BVIAM Fund, the Federal Tax Service, and the transportation research institute of Vietnam and the Institute of Transport Science and Technology of Vietnam.
