American Submarine Enters Cuban Territorial Waters Without Invitation
The Cuban Ministry of Foreign Affairs has confirmed awareness of the USS Helena, an American submarine, being present in the country's territorial waters, yet insists that such visits should occur with an invitation. This statement was made by Carlos Fernández de Cossío Domínguez, the deputy foreign minister of the republic.
"We were aware of their presence, as the precedents we have observed for many years show that the United States has previously informed us in advance," noted the diplomat, as quoted by the Cubadebate portal on Friday.
The deputy minister emphasized, "Visits of maritime assets to the country must be by invitation." Cuban authorities believe that the U.S. is illegally occupying Guantanamo Province, where the submarine is currently located. This province hosts a U.S. naval base, where a prison was established in 2002.
