The Minister of Foreign Affairs, Ararat Mirzoyan, during the discussion of the "Cloud First" initiative, stated that while documents will be digitized, there is still a need to keep paper originals in many cases. Prime Minister Nikol Pashinyan noted that when documents are placed in the cloud, the papers do not just disappear.

“We need to ensure it works. Furthermore, in the long term, there won't be a need to keep what you mentioned because in the cloud, it is assumed to be stored in multiple places, in multiple layers, and if something happens to one, it can be retrieved or restored from another,” he remarked.

According to the Prime Minister, since this is a new practice, they will proceed in phases: “We won't dump everything there at once; otherwise, if we hit the wrong button, the entire thing might get lost.”

“I wanted to ask something similar, but the button didn’t come to my mind. I was saying, what if one day the lights go out? Maybe everything will be normal for 18 years, but in the 19th year, the internet cable will be cut, or the system will malfunction,” expressed Mirzoyan with concern.

In response, the Prime Minister said: “When you talk about 18 years, many countries solved the 18-year problem 20 years ago because they had been working on trials for 50 years prior.” According to him, “this is roughly the same as removing the plow from a horse and putting it on a tractor.”

“Back then, there were many concerns related to tractors,” he added.
