New Decision on Property Tax Certificates for Displaced Persons from Artsakh

On June 14, the Government of Armenia adopted a decision titled "On Establishing Exceptions for the Execution of State Registration and State Accounting Actions of Vehicles Belonging to Persons Temporarily Protected in the Republic of Armenia Due to Forced Displacement from Artsakh or Holding Citizenship of the Republic of Armenia."

The decision aims to protect the rights and interests of individuals forcibly displaced from Artsakh who own vehicles registered in Armenia, ensuring an effective opportunity for them to realize their property rights while reducing the social burden on beneficiaries.

Specifically, the decision stipulates that displaced persons are exempt from the obligation to submit a certificate for the full compliance with property tax obligations: 1) when registering a vehicle in Armenia, provided that the registration is completed by October 1, 2024, and 2) upon the transfer of the vehicle (they are permanently exempt from the obligation to present the certificate).

This regulation also applies to legal entities that have vehicles in the territory of Armenia as a result of displacement, excluding vehicles owned by the state, communities, or state or community organizations.

Additionally, other favorable provisions are established for the beneficiary individuals. In particular, when registering a vehicle, the address registered in the state population registry will be listed as the registration address. Furthermore, at the owner's request, the registration conducted in the territory of Artsakh will not be terminated, and the allocated registration numbers and certificates will not be exchanged.
