Artsakh Residents Can Bypass Property Tax Clearance for Their Vehicles
The government, during its meeting on June 14, approved a draft bill concerning exemptions for the state registration and accounting actions for vehicles owned by individuals who have been forcibly displaced from Artsakh and have received temporary protection or citizenship in Armenia.
The justification for the decision states that in order to conduct the state registration and accounting actions for a vehicle, a requirement to present a clearance certificate regarding the full settlement of property tax obligations is necessary. This poses a challenge for individuals forcibly displaced from Artsakh due to social and technical complexities.
The adoption of this decision is expected to facilitate the realization of ownership rights for transport vehicles belonging to forcibly displaced individuals from Artsakh by providing exemptions during the state registration and/or accounting actions for vehicles. Specifically, it will eliminate the requirement to present a clearance certificate for the full settlement of property tax obligations and allow for the original registration numbers of the vehicles to be retained.
As a result, the regulatory measures proposed in this draft are anticipated to reduce the social burden on forcibly displaced individuals related to the realization of their property rights over vehicles.
