Andranik Kocharyan's Commission Fails to Publish the 44-Day War Report
The ruling party, led by Andranik Kocharyan, has failed to publish the report on the 44-day war. The commission's work appears to be stagnating, according to the newspaper "Zhoghovurd."
"Thus, the commission investigating the circumstances of the 44-day war, which was headed by Andranik Kocharyan, held its last meeting on December 3 of last year. Preparatory work for the final report has been ongoing for over five months now.
"Several months ago, in one of his interviews, Andranik Kocharyan stated, 'I believe we will present the report of the investigative commission on the 44-day war by the end of May.' However, May is coming to an end, and there is still no news of the report.
"Zhoghovurd" had previously reported that the members of the commission had aimed to complete their work by May so that the report could be published. However, Andranik Kocharyan mentioned they would not make it in time, as there was much work to be done.
According to Article 25 of the Law on the Rules of Procedure of the National Assembly, the investigative commission must submit a report to the President of the National Assembly, which includes the facts established regarding the issue that served as the basis for the commission's creation, as well as the commission's conclusions regarding the measures to be undertaken in relation to those facts.
After being presented to the Speaker of the National Assembly, the report is to be openly discussed at a subsequent session of the National Assembly within a month and published on the National Assembly's website, while its confidential part is discussed in a secret manner.
Considering this, we can note that the authorities attempted to use this report for the purpose of pressuring and criminally prosecuting the opposition, but this has not been successful. This is why the publication of the report is being delayed.
