According to the published information, those on the helicopter included:

- Iranian Foreign Minister Hosein Amir Abdollahian
- Governor of East Azerbaijan Province Malek Rahmati
- Imam of Tabriz Muhammad Ali al-Hashemi
- The crew and the pilot.
