Video: Baku Plans to Settle 300,000 Azerbaijanis in Armenia Initially, Tatoyan
According to statements from official Baku, Azerbaijan plans to settle around 300,000 Azerbaijanis in Armenia in the first phase, under the auspices of an international mission's security system, which will be entrusted to the so-called "Western Azerbaijan" community. This was stated by former Armenian Ombudsman Arman Tatoyan during a discussion on April 29.
He emphasized that it is apparent that this involves Turkey. Tatoyan pointed out that Azerbaijan’s policies aim to undermine Armenia’s security system. In his view, the current situation necessitates the urgent adoption of a new security strategy based on several principles, which he believes is impossible under the current policies of the Armenian authorities.
"The first principle is a stable system for ensuring the security of the state and individuals while preserving Armenian identity. In addition, the strategy must be based on guarantees, including the rule of law, real democratic values, an effective state system, military readiness, and other principles," he stated.
He assessed that grave mistakes are being made today that could lead to irreversible consequences. Tatoyan is convinced that what is happening today has nothing to do with boundary delimitation, as that process implies the existence of maps, detailed cadastral research, requirement assessments, studies of roadmaps, and mandatory registration of the rights of the population.
The former ombudsman reminded of the gross violations of the rights of residents in the Syunik, Gegharkunik, and Vayots Dzor regions. He added that the delimitation commission does not have the right to make statements that could have implications for the whole country.
"This commission has been created based on a personal legal act of the head of government, referencing a law that allows the formation of only an advisory body. The activities of the commission should only pertain to the interests of its members. What does the entire country have to do with this? If the regulations are not defined, if the issues regarding the project are not agreed upon, how can statements be made on behalf of this commission that would lead to consequences regarding the safety of the population?" Tatoyan remarked.
