Police Chief Loses Court Case Over Unjust Fines
According to the newspaper "Zhoghovurd," it is no secret that citizens fined by the police frequently appeal to the courts demanding justice for unjust fines, and victories in such cases are quite common. There seems to be no limit to the questions presented to the courts.
Alongside this situation, a picture has emerged where citizens are personally suing the Chief of the Patrol Service of the Republic of Armenia’s Police, Deputy Chief of Police Arthur Khudinyan, and are winning in court.
The newspaper learned that on November 23, 2023, Musayel Ananyan filed a lawsuit against Arthur Khudinyan at the Administrative Court of Armenia.
Ananyan stated in court that he was wearing a seatbelt while driving and disputed the recorded violation, claiming that the patrol inspector did not present any evidence supporting the violation and instead imposed a fine of 10,000 AMD.
As a result, the judge ruled on April 16, 2024, to grant Musayel Ananyan's claim, invalidating the decisions made by the Patrol Service of the Ministry of Internal Affairs regarding the administrative violation on July 27, 2023.
The Patrol Service of the Ministry of Internal Affairs was ordered to reimburse Musayel Mikayeli Ananyan 4,000 AMD as a previously paid state duty.
