On April 23, 2024, the Police of the Republic of Armenia reported that around 11:00 AM in the central part of Noyemberyan, in front of the store called "Hovnar," a group of individuals blocked the road. According to the report, two men, aged 54 and 31, attempted to pass through that section of the road, but individuals, whose identities are established yet unidentified, obstructed their way. As a result, a dispute arose during which the road blockers grossly violated public order and displayed open disdain for societal, legal, and moral norms, physically assaulting the two men and causing bodily injuries.

On the same day around 12:10 PM, another individual attempted to pass through that section of the road in a "UAZ" vehicle, but the road blockers obstructed the vehicle's progress. This led to another altercation where still unidentified individuals struck the vehicle with their hands and sticks. An additional person was injured during this incident and was taken to the Noyemberyan Medical Center.

Regarding the aforementioned events, on April 23, 2024, a criminal case was initiated at the Tavush Regional Investigative Department of the Investigative Committee of the Republic of Armenia, under Articles 195, 264, and 297 of the Armenian Criminal Code. Based on reasonable suspicion that emerged from these acts, five individuals have been arrested.

On the same day, the Police also reported that around 3:50 PM, a 54-year-old individual, along with a 50-year-old man and several others, grossly violated public order in the central part of Noyemberyan, showing blatant disregard for societal, legal, and moral norms. During this incident, the 54-year-old person verbally abused a 69-year-old man, while the 50-year-old physically struck the latter’s face, causing bodily harm.

A criminal case has also been initiated regarding this assault under Articles 195 and 297 of the Armenian Criminal Code. Authorities have been tasked with locating these individuals and presenting them to the prosecuting body to clarify any significant circumstances related to the case.

Considering that both incidents involve the same individuals, both cases have been combined to ensure proper and comprehensive investigation. The proceedings have been transferred to the main investigative department of the Investigative Committee of the Republic of Armenia for particularly important cases. The investigation is ongoing, and measures are being taken to clarify the circumstances of these events and to provide legal evaluations of the actions of all participants.
