Foreign 19-Year-Old Girl Declared Insane, Investigation Concluded
The investigation into an incident of hooliganism committed by two citizens of the Russian Federation in the streets of Tumanyan and Mashtots in Yerevan has concluded.
The first division of the Investigative Committee of the Republic of Armenia in the administrative regions of Kentron and Norq Marash revealed that a 22-year-old Russian citizen and his 19-year-old girlfriend had pre-arranged to engage in hooligan actions and to exhibit blatant disrespect for legal and moral norms for financial gain.
On December 8, 2023, between 22:00 and 23:30, one of them, in a clear violation of moral norms and demonstratively ignoring the rules of coexistence, climbed on the showcase of a retail outlet located on Tumanyan Street in Yerevan, causing it to break. Subsequently, he threw fruits arranged on the neighboring retail outlet's showcase at an employee, humiliating him, and then approached a flower shop on Mashtots Street, again throwing flowers on the ground and trampling them while shouting obscenities.
Meanwhile, his 19-year-old girlfriend ignored numerous pedestrians, aiming to draw attention to their hooligan actions by shouting profanity. Throughout the incident, she filmed her boyfriend's illegal and immoral actions and posted them on social media platforms accessible to the public, encouraging them and providing new ideas for committing immoral acts with the goal of profiting from views of these videos.
Based on sufficient evidence, charges were brought against the 22-year-old under part 1 of Article 297 of the RA Criminal Code. A preventive measure prohibiting him from leaving has been applied. The investigation against him has been completed, and the materials of the case have been sent to the supervising prosecutor for confirmation of the indictment and transfer to court.
During the investigation, information was received regarding the 19-year-old girl's drug use. Considering her inadequate behavior within the framework of the investigation, a decision was made by the investigative body to appoint a stationary psychiatric examination for her. According to the conclusion of the expert commission, the girl was declared insane regarding the acts attributed to her and assessed as needing compulsory treatment.
As a result, the part regarding the 19-year-old girl was separated into a separate medical coercion proceeding, and a motion was submitted to the court to apply medical supervision as a preventive measure, which was granted by the court.
