New Regulations for Foreign Driver's License Exchange in Russia

As of April 1, changes to Russia's federal law on "Road Traffic Safety" have come into effect, establishing a new procedure for the exchange of foreign driver's licenses.

Irina Volk, a representative of the Russian Ministry of Internal Affairs, announced the clarification. According to RBK, the changes simplify the process for foreign citizens to exchange their driver's licenses for those needed to operate motorcycles and passenger cars in the categories "M", "A", and "B" as well as the subclasses "A1" and "B1". In this case, the Russian State Traffic Safety Inspectorate will issue Russian driver's licenses based on the foreign permits after successfully passing a theoretical exam on traffic rules.

However, the exchange of foreign driver's licenses for driving buses and trucks (categories "C", "D", "CE", and "DE" as well as subclasses "C1E" and "D1E") will only occur if the vehicle owner presents a foreign qualification document confirming graduation from a driving school and passes both theoretical and practical exams.

The requirements do not apply to citizens from countries where the legislation establishes the use of Russian as the official language. Specifically, driver's licenses from Abkhazia, Kazakhstan, Kyrgyzstan, and South Ossetia will be exchanged after passing a theoretical exam, while licenses from Belarus can be exchanged without examinations.

National and international driver's licenses will be deemed invalid in Russia: a) after one year of obtaining residence permission or acquiring Russian citizenship by the vehicle owner (foreigner or stateless person), b) after one year of a Russian citizen entering the first time into Russia after obtaining a foreign driver's license.

For some drivers, a grace period will apply until April 1, 2025. This applies to: a) foreigners and stateless persons who received residence permits or obtained Russian citizenship before April 1, 2024, b) Russian citizens who entered Russia before the specified date.
