Considering all of Azerbaijan's international obligations, the destruction in Stepanakert is unacceptable. It violates the fundamental rights of the Armenian people of Nagorno-Karabakh. This was stated by Edmon Marukyan, the former ambassador of Armenia with special assignments, on his Twitter page. He also shared a video of the building of the Artsakh Parliament being destroyed by Azerbaijanis.

“Essentially, these violations began in 2020 with the 44-day war and are considered ongoing violations against the indigenous people of Nagorno-Karabakh. Naturally, the international community will also ignore all of this and will not respond in any way, despite the fact that Azerbaijan's crimes fall under the prohibitions set out in the convention for the prevention of genocide. However, for such a response to occur, it is first necessary for the Republic of Armenia to raise this issue before the international community, including Russia, the USA, France, and the EU. We must work to put an end to this disaster and initiate discussions regarding the restoration of the fundamental rights of the Armenian people of Nagorno-Karabakh.

The right to a safe return to Nagorno-Karabakh, the rights and security of the Armenians of Artsakh, the rights to property, access to and use of cultural heritage, and all other rights must be guaranteed by international mechanisms. If South Africa can file a case against Israel in the International Court of Justice and try to defend the rights of the Palestinians, then Armenia can undoubtedly file a similar case against Azerbaijan, defending the rights of the Armenian people of Nagorno-Karabakh. We must act as soon as possible; otherwise, Azerbaijan will erase all symbols of the dignified return of the Armenian people of Nagorno-Karabakh,” wrote Marukyan.
