We need to think about the industrialization of construction. This was stated today, on February 28, during the discussions on the 2023 activity reports of the "Road Department" and Territorial Development Foundations at the Ministry of Territorial Administration and Infrastructure, by Prime Minister Nikol Pashinyan, referring to the construction quality and efficiency of the "300 schools, 500 kindergartens" program.

"These construction methods are gradually becoming outdated. Today's standards are different in terms of energy efficiency, environmental impact, and ecological criteria. There are countries that can build 300 schools in three months, and this is no exaggeration because today we see that apartment buildings are being constructed within weeks. Perhaps we should consider encouraging investments in this direction. The current economic modernization program has already had a significant impact on the road construction sector because new construction techniques and equipment have been introduced. We could perhaps promote industrialization programs in the building sector, subsidizing specific programs to help people move away from construction site logic to factory logic. We can definitely encourage this, and it aligns with our policies.

Our modular schools are essentially small constructions. If they are placed within an industrial framework, construction can happen very quickly, and in any case, timelines can be cut in half. Right now, if the same constructions are delayed, it has a specific economic impact on everyone. We need to move forward and address this issue because as we have mentioned, this is the first phase of the 300 schools, 500 kindergartens program, and according to our development strategies, we will undoubtedly need a second, third, and fourth 300 schools as well. After completing this, we hope that our demographic and economic development programs will be such that additional questions regarding network development will need to be on our agenda after completing everything we have.
