"It is Necessary to Address All Disputed Issues Related to Property": Kostanyan on the Kond Neighborhood

The press secretary of the Yerevan Mayor, Haik Kostanyan, wrote on his Facebook page: "Since there are clearly manipulative references in some cases surrounding the Kond neighborhood, and in other cases, there are misunderstandings regarding opinions, the majority of which do not correspond to reality, I would like to clarify certain aspects on this topic.

Thus, the figures mentioned during the operational meeting held at the Yerevan City Hall on February 25 of this year, specifically 139,000 and 214,000 AMD, do not refer to the amount of property compensation for the residents of Kond in the future, but rather to the following. First, I should mention that in order to understand the exact amount of compensation for the residents of Kond, it is necessary to eliminate all disputed or outstanding issues related to property.

Currently, the Yerevan City Hall is conducting work based on the applications of the residents of Kond to clarify the boundaries of the Kond neighborhood and restore the grounds for land allocation, for which a payment of 2% of the established cadastral value is planned.

For example, let’s assume a citizen currently has a property certificate for 50 sq. m. After boundary clarification, they will effectively have a property certificate for 100 sq. m, which in turn means that the citizen must pay a local tax set by the Yerevan City Council as follows: For the cadastral zone set at 139,000 AMD, 2% of 139,000 is 2,780 AMD. This figure must be multiplied by the number of sq. m indicated in the property certificate. For example, in the case of 100 sq. m, the citizen will pay 278,000 AMD in local tax.

In terms of the cadastral zone set at 214,000 AMD, 2% of 214,000 is 4,280 AMD. This figure must also be multiplied by the number of sq. m indicated in the property certificate. For a conditional 100 sq. m, it turns out that the citizen will pay 428,000 AMD in local tax."
