HEC Fined 10 Million Drams

The Public Services Regulatory Commission, in its decision No. 61-N dated March 1, 2023, made changes to the standard forms of agreements related to the connection of consumption systems to the electrical grid, replacing the previously established 24-month deadline for payment of connection fees with a ten-day deadline. This information has been disclosed by the PSRC.

According to point 2 of the same decision, the 'Electrical Networks of Armenia' CJSC was tasked with properly notifying consumers and applicants who had not fully paid the connection fee by the time the decision came into force, in accordance with the standard forms of contracts signed within the established timeframe.

As a result of discussions on several applications and complaints received by the Commission, it has been found that in some cases the company did not meet the requirements of point 2 of the aforementioned decision. Consequently, the Commission initiated an administrative proceeding. During this process, it was established that the 'Electrical Networks of Armenia' CJSC had sent notifications not to the addresses specified in the contracts, but to the connection addresses, resulting in inadequate notification of the applicants.

As a result, during today’s session, the Commission imposed a fine of 10,000,000 (ten million) drams on the company.
