A Dangerous Clause is Being Prepared in the New Constitution Draft: 'Hraparak'

According to the 'Hraparak' newspaper, there are reports that not only are there plans to amend provisions related to renouncing the Declaration of Independence and not recognizing genocide claims, as well as forming a parliamentary majority, but also a dangerous clause is being considered. This clause states: 'The Republic of Armenia declares itself a neutral country, where foreign armed forces cannot be stationed on a permanent basis.' This, of course, is directed at Russian military bases and border troops.

We asked Vigen Kocharian, a member of the Constitutional Reform Council, whether such a proposal has been discussed. He initially stated, 'Such a provision has not been discussed; what has been discussed in the council is public, and there are recordings of the meetings.' However, in a later part of the conversation, we clarified that he is familiar with this provision. 'Theoretically, there are constitutions that include such provisions,' said V. Kocharian.
