Armenia Did Not Notify About Reservations on Alma-Ata Declaration, Prime Minister

Prime Minister Nikol Pashinyan addressed the reservations made by Armenia regarding the Alma-Ata Declaration signed in 1991. According to him, under the Vienna Convention, such reservations must be communicated to the depositary. He stated, “However, we have long been researching this issue and have noted that Armenia did not notify the depositary about this matter. Therefore, from the perspective of international legal relations, these reservations have no legal effect.”

The Prime Minister has instructed to verify this issue multiple times, from which it became clear that the reservations were not communicated to the depositary. “Therefore, the 1991 Alma-Ata Declaration has clearly and unequivocally recorded what Armenia's territorial integrity is,” he added.
