The question of the constitution is a concrete directive from Azerbaijan and Turkey that, unfortunately, is also driven by the political interests of the Armenian authorities. This was stated by the former Human Rights Defender of Armenia and director of the 'Tatoyan' Foundation, Arman Tatoyan, on his Facebook page.
‘The President of Azerbaijan first spoke about changing the Armenian Constitution, even threateningly, on April 13, 2021. This is not something new. The question of the constitution is a concrete directive from Azerbaijan and Turkey that, unfortunately, also aligns with the political interests of the Armenian authorities. The President of Azerbaijan has simply reiterated this today and again spoken threateningly not only about changing the Armenian Constitution but also the laws, government decisions, and all other legal acts (which is also not new). In other words, following the Constitution would mean changing the laws, the army, the economy, and so on,’ he wrote.
‘Regarding this issue, we have studied the Azerbaijani public-political domain; here are the same theses and justifications that the Armenian government is using to promote the new Constitution. Today, the President of Azerbaijan has personally praised the Armenian government for this discussion. With this agenda, the Armenian government is undermining the legitimacy of Armenia. Our state is becoming a prisoner of the Azerbaijani authorities. This is absolutely advantageous for Azerbaijan, as it shifts attention from its crimes in Artsakh and legitimizes it.’
‘For Azerbaijan, it is vital to eliminate any topics regarding the mass forced displacement of Artsakh Armenians in September 2023, their return, various historical large-scale crimes by Azerbaijan, the occupation of Armenian territories, and other issues. Not to mention that the plans for erasing Armenian cultural heritage, deepening enmity, and the occupation of Armenia are also intensifying. Instead of focusing on vital issues (from accountability for Azerbaijani crimes to ethnic cleansing in Artsakh and eliminating Azerbaijani incursions into Armenia), a directive from Azerbaijan is being promoted,’ he concluded.
