20% and 30% Discounts on Traffic Violation Fines: The Ministry of Internal Affairs Introduces Benefits

During a session of the National Assembly's Permanent Commission on Legal Affairs, Deputy Minister of Internal Affairs Arpine Sargsyan presented a legislative package that includes several amendments related to fines imposed for traffic violations, simplification of administrative procedures, and alleviating the burden on administrative courts.

Sargsyan noted that the majority of violations are recorded through video surveillance devices, and it is unjustifiable in current conditions to allocate around 1.5 billion drams annually for paper notifications. Therefore, a digital solution has been proposed, which could serve as an interim measure until the new biometric passports and identification cards system is implemented. This will provide citizens with proper notification systems and email addresses that will allow for accurate identification and proper notifications concerning other proceedings.

"If citizens provide an email address where they wish to receive notifications, rather than through 'Haypost' as a paper version, we plan to offer a 20% discount on the initially imposed fine," said the deputy minister, explaining that if, for example, the fine is 5,000 drams, providing the email address reduces the fine to 4,000 drams.

The second amendment stipulates that if a citizen pays the imposed fine within 15 days, a 30% discount will apply to the fine: "If the fine is paid at 70%, we will consider the obligation fully fulfilled. Two conditions must be met: pay within 15 days and pay at 70%. If both conditions are fulfilled simultaneously, the obligation will be regarded as fully fulfilled," added the deputy minister, emphasizing that these two benefits or amendments could be applied both simultaneously and separately.
