Former Mayor Causes 116 Million AMD Damage to the State
The former head of one of the communities in the Ararat region has abused his official powers, causing 116 million AMD damage to the state and the community.
According to the criminal proceedings, in 2010, the Government's Charitable Programs Coordination Commission donated a flow line, produced in the Netherlands, with a factory value of 95 million AMD, to one of the communities in the Ararat region as a charity. The flow line was recorded in the community's asset balance sheet at the specified value.
The former head of the community violated the requirements of the decision made by the Charitable Programs Coordination Commission on July 23, 2010, which stated that the equipment could not be used for profit-making purposes and must exclusively serve the benefit of the community's residents. He transferred the flow line to a company operating in the Aralez community of Ararat region, owned by his brother, where it was utilized for the company's production needs for nine years.
In 2019, the former head of the community initiated the process of selling the property through a direct sale. The community property, with a balance sheet value of 95 million AMD, was appraised at 19 million AMD and was sold through a direct sale to the company owned by his brother, following the decision No. 24-A of the Community Council dated July 11, 2019.
The prosecutor initiated public criminal prosecution against the former head of the community on March 22, 2022, under Article 308, Part 2 of the Criminal Code adopted on April 18, 2003 (abuse of official powers).
On January 30, 2024, the former head of the community fully reimbursed the damage of 116 million AMD caused to the community and the state.
