Insurance Package to Have Fixed Amount: Avanesyan

The legislative package on comprehensive health insurance is currently under review by the government. This was stated today by the Minister of Health of Armenia, Anahit Avanesyan, during a press conference, expressing hope that the government will approve the legislative package soon and send it to the National Assembly.

"We have established that we will have phased investments, and by 2027 we will have complete investment. The next point concerns the insurance package. It will have a fixed amount, but to alleviate this cost for our citizens who earn below the average salary, the state will implement a flexible subsidy system. For those earning below this threshold, a subsidy mechanism of 30, 40, and 50 percent will be in place," the Minister stated.

In addition, a state insurance fund will be created. “This is the most optimal option so that all of our insurance risks are consolidated, resulting in a more affordable insurance package cost. The phases of investment will begin in July 2024, and every year, the group of beneficiaries and all operational components will expand. By 2027, it will be compulsory for all citizens,” Avanesyan noted.

Avanesyan detailed that starting from July this year, the health package will be implemented for individuals who are currently beneficiaries of the state order, specifically for those under 18 years of age and individuals with disabilities of the 1st, 2nd, and 3rd groups, or citizens with levels of functionality corresponding to these groups. “For them, the state order will become an insurance package. In 2025, it is planned that citizens reaching retirement age and beneficiaries of the social package will also be insured. Year by year, those engaged in formal state employment will join, and by 2027 it will become mandatory for everyone,” she added.

According to Avanesyan, the cost of the insurance package will amount to up to 200,000 AMD annually, based on their calculations. The final cost will be available at the end of the phases," she highlighted. Avanesyan also emphasized that this package will include a clear framework. "We will include a list that will be accessible to our citizens, preventing any misunderstandings. The package will be available to all citizens in its entirety,” she concluded.
