Billions in Dram, Properties, and Vehicles: Prosecutor's Demand from Ruben Hayrapetyan
Today, a hearing took place at the Anti-Corruption Court regarding the alleged illegal asset forfeiture demand against former President of the Football Federation of Armenia and former Member of Parliament Ruben Hayrapetyan.
The Prosecutor’s office based its examination of Hayrapetyan's assets on materials presented by Prosecutor Muradyan, who is overseeing a criminal case investigated by the Investigative Committee, and later by Prosecutor Gevorgyan. The examination began on October 7, 2020, and based on a report compiled, a decision was made to file a suit and submit a request to the Civil Court of First Instance for measures to secure the claim, which was granted, leading to restrictions being placed on the property.
The Prosecutor's office is demanding that Ruben Hayrapetyan and Narine Hayrapetyan forfeit property in favor of the Republic of Armenia, including a land plot in Tsaghkadzor, all real estate in Arinj, a land plot in Sevan, and a Lexus vehicle, or, if this is not possible, the average market value of these properties.
The lawsuit also demands that Rafik and Mariam Hayrapetyan forfeit a vehicle, as well as a total of 6,897,030 AMD deposited in the Armenian Development Bank in October 2021, a deposit of $6,674 made on September 25, 2020, and another made on September 22, 2021, as well as a deposit of 1,523,641 AMD made on September 22, 2021, in Unibank.
Furthermore, Rafik Hayrapetyan is being asked to forfeit non-residential premises in one of the buildings in the Avan neighborhood of Yerevan, a residential house in Avan, a Lexus vehicle, and full ownership in several companies including “Sport Resort,” “Royal Club,” “Sevan Resort,” “Harsnakhar,” and “Noraluys,” or, if this is not possible, their average value.
The Prosecutor’s office also demands the forfeiture of illegal shares amounting to 8,526 out of 65,181 shares from the Armenian Development Bank and 45,430 out of 153,433 ordinary shares, as well as the rights to claim 57,058,104 AMD of unreturned loans from “Harsnakhar” LLC, 5,898,520 AMD from “Noraluys,” 96,375 AMD from “Royal Club,” 74,119,266 AMD from “Sevan Resort,” 83,568,580 AMD from “Byuregh” LLC, and 193,829,510 AMD from “Aragats” Medical Center, or, if this is not possible, the equivalent amount of the illegal portion not returned. The Prosecutor’s office also requests the forfeiture of shares.
The representative of the Hayrapetyans requested time to familiarize themselves with the presented documents. The next court session is scheduled for January 22, 2024.
It is noteworthy that former MP Ruben Hayrapetyan, his son Rafik Hayrapetyan, and their connected persons, Narine Simoni Hayrapetyan, Mariam Mikayeli Hayrapetyan, and Rafik Garushi Hayrapetyan, were summoned to the Prosecutor’s office on August 8, 2023.
