Fine for Not Having a Mandatory Car Insurance Contract Will Be 25,000 Dram Instead of 100,000 Dram
According to the current regulations, Armenian citizens without a mandatory car insurance (АППА) contract are fined 100,000 dram. However, there is an incentive provision that allows citizens to pay only 25,000 dram—25% of the initially stipulated fine—if they conclude a car insurance contract and present proof to the police within 24 hours of the fine being issued.
The initiative, proposed by MP Eduard Aghajanyan from the "Civil Contract" faction, suggests lifting this additional obligation from citizens, as the relevant information is accessible to law enforcement. Consequently, citizens will no longer be required to approach the police to present their vehicle insurance contract as proof.
The police will be able to monitor the information online, see the status of the insurance contract, and shorten the procedure, allowing for a penalty of 25,000 dram instead of the original 100,000 dram.
Government representatives have expressed positive attitudes towards this initiative, as highlighted by Deputy Minister of Internal Affairs Arpine Sargsyan. She noted that the ASWA system and technical solutions will soon be available to patrol officers, enabling them to instantly check the payment status of vehicle insurance contracts.
According to Deputy Minister Sargsyan, the simplification of administrative processes will facilitate easier organization of the procedures. The government has proposed several amendments that have been deemed acceptable by the author of the initiative. The proposal has received the approval of the committee.
