Public Criminal Prosecution Launched Against Former Dean of Brusov University Tsolak Akopyan: Reason Revealed

The prosecutor launched a public criminal prosecution on November 30, 2023, against Tsolak Akopyan, who served as the dean of the Faculty of Social Sciences and Services of the State Linguistic University after Valery Brusov from 2018 to 2022, for committing intentional actions that clearly exceeded the scope of his authority.

The criminal proceedings under investigation by the Anti-Corruption Committee revealed that T. A., while occupying the position of dean, concurrently serving as a senior lecturer in the departments of 'Philosophy and History' and 'UNESCO's Human Rights, Democracy, and Political Science Foundation,' exceeded his powers without being included in the commissions by the orders of the rector of the university.

Specifically, during the years 2019-2022, he accepted retake exams for the subject of English from students who received unsatisfactory grades—R. N., H. S., M. A., M. C., S. A., V. M., and N. P.—and assigned passing scores of '60' by placing his signature in place of a commission member on the exam records for the subjects 'First Foreign Language (English) 4,' 'Written Speech (English),' 'Written Speech (English) 2,' and 'Oral Speech (English) 3.'

The public criminal prosecution is based on Article 309, Part 1, of the Criminal Code adopted on April 18, 2003 (exceeding official powers) (4 episodes) and Article 441, Part 1, of the current Criminal Code (exceeding powers by an official) (3 episodes).

Notice: A person accused of a crime is presumed innocent until proven guilty by a legally binding court decision in accordance with the procedures established by the Criminal Procedure Code.
