Why Criminal Proceedings Have Not Been Initiated Against Samvel Babayan

Opposition MP Lilith Galstyan submitted a report on a crime to the Prosecutor's Office on October 23.

“On whose behalf, with what mandate, powers, and content did Samvel Babayan negotiate with Baku? What agreements were reached?” she requested that proceedings be initiated based on the statements of the former Secretary of the Security Council of Artsakh.

This was reported by the newspaper Haykakan Zhamanak. It is noted that the National Security Service’s investigative department responded that no proceedings could be initiated due to the absence of a criminal composition since Babayan did not violate any legislative norms, and the then-president of Artsakh, Araik Harutyunyan, was aware of Babayan's activities.

“Meanwhile, concerning Babayan's statements against the leadership of Artsakh, proceedings have been initiated, although the Prosecutor's Office has not informed the media against whom it is and on what grounds,” the newspaper writes. For more details, see today’s issue of the newspaper.
