A New Police Guard Will Be Established with Modern Armament and Trained Personnel
The newspaper ‘Pasts’ reports: The Ministry of Internal Affairs has presented drafts of the law on the 'Police Guard' and related regulations for public discussion. It is noted that the current issues and legal foundations of the police forces are primarily regulated by the law 'On Police Forces'. The 'Defense Law' categorizes police forces among 'other troops', under which their management and operational functions are carried out by the Ministry of Internal Affairs in a manner prescribed by law during peacetime, while in times of martial law or war, these forces fall under the operational command of the Armed Forces.
Due to their inclusion among other troops, police forces are also subject to the provisions of the Internal Service Regulations of the Armed Forces and regulations concerning military garrison and guard services.
Thus, both the police forces and their personnel have a dual status; this service combines internal and external security functions, which do not stem from the general tasks of the police. The new law on 'Police Guard' will establish the new status, structure, rights, and duties of Police Guard personnel, including the circumstances under which they may use force and other relevant bases.
