ALDE Adopts Resolution Regarding Ongoing Threats to Armenia, Marukyan

During the council of the Alliance of Liberals and Democrats for Europe (ALDE) held in Bucharest, Romania from October 20-21, a resolution was adopted on the topic of "The Situation in Nagorno-Karabakh Following Azerbaijan's Attack and Ongoing Threats to Armenia." This was reported by Edmond Marukyan, Armenia's Special Envoy, on his microblog on X (formerly Twitter).

The resolution highlights the following points:

  • Azerbaijan's blockade of the Lachin Corridor has caused a continuous humanitarian crisis for ethnic Armenians in Nagorno-Karabakh.
  • Azerbaijan's recent unprovoked attacks have led to civilian casualties and the ethnic cleansing of approximately 120,000 Armenians.
  • The increasing tension following Azerbaijan's violations of the ceasefire regime and unsuccessful mediation efforts threatens a potential invasion of Armenia.

There is a belief that:

  • Armenia shares strong cultural and religious ties with Europe and seeks closer cooperation with Europe and the Western community.
  • Azerbaijan wields influence over Western and European countries through its oil and gas diplomacy.
  • The international community has failed to prevent the ethnic cleansing of Armenians.

The resolution calls for:

  • Increased economic assistance to Armenia from the EU to support refugees from Nagorno-Karabakh.
  • The safe return of Armenians to Nagorno-Karabakh and the release of prisoners, including elected representatives from Nagorno-Karabakh.
  • The deployment of a UN peacekeeping mission in Nagorno-Karabakh to guarantee the rights and security of the Armenian population.
  • Targeted sanctions against Azerbaijani officials responsible for ceasefire violations and numerous human rights abuses as well as investigations into war crimes.
  • A ban on hatred and ethnic cleansing against Armenians by Azerbaijan.
  • A ban on the destruction of Armenian cultural heritage in Nagorno-Karabakh.
  • The condemnation of provocative statements by Azerbaijan’s President and other officials threatening Armenia’s territorial integrity and sovereignty, including those related to the "Zangezur Corridor."
  • The negotiation of a comprehensive peace agreement between Armenia and Azerbaijan, including mutual recognition of territorial integrity.
  • The activation of political and diplomatic cooperation with Armenia within the framework of the Eastern Partnership and the opening of the path for Armenia's membership in the EU to ensure its security and peace in the region.
  • The diversification of oil and gas supply routes to reduce dependence on Azerbaijan for Western countries.

Marukyan noted these points in his statement.
