Police on Fining Artsakh Residents 100,000 Drams
Considering the necessity of maintaining public order and ensuring the safety of those forcibly displaced from Artsakh, the National Police has initially focused on awareness rather than fines, implementing preventive measures. This was stated by the police in response to an inquiry from "Haykakan Jamanak."
“The National Police has operated under this working method for quite some time. Only after this has the issue of imposing administrative liability been considered, taking into account the security of road traffic for all participants,” the response noted.
It is recalled that today information circulated online that traffic police fined two individuals from Artsakh 100,000 drams each for driving vehicles without an insurance contract.
“I learned just moments ago that today the patrol service has subjected two residents of Artsakh to administrative responsibility for driving a vehicle without insurance, imposing a fine of 100,000 AMD. Moreover, those fined do not even have a temporary residence, employment, or any other source of income in the Republic of Armenia. The police officers did not take into account even the fact that the violator was transporting their child to the hospital,” wrote Artsakh lawyer Roman Yeritsyan on his Facebook page.
Human rights defender Ruben Melikyan commented, “This is already the third alert I have received regarding the police fining displaced residents of Artsakh 100,000 drams for not having an insurance contract… This is the ‘democracy’ that has received applause from European lawmakers.” He added, “UPDATE: After posting, I received messages about 4 more such cases. Apparently, fines are being imposed left and right.”
