During the War, the President of Artsakh Contacted Azerbaijan and Mentioned Names

The newspaper "Zhoghovurd" reports that during the military aggressive actions that began in Artsakh on September 19, 2023, according to information from "Zhoghovurd," the President of Artsakh, Samvel Shahramanyan, contacted the Deputy Director of Azerbaijan's National Security Service.

He suggested an urgent ceasefire and, as the newly elected president, proposed that another, more acceptable person participate in the negotiations (possibly his election was the reason for the attack), just to stop the genocide of the Armenians in Artsakh. According to informed sources from "Zhoghovurd," Samvel Shahramanyan also mentioned specific names, suggesting that Samvel Babayan be involved in the negotiations by the authorities of the Nagorno-Karabakh Republic; however, the Azerbaijani side considered him a liar and a spreader of misinformation, suggesting that Babayan be sent to Armenia.

Shahramanyan also proposed the candidacy of Vitali Balasanyan, but the Azerbaijani side suggested sending him to Armenia as well and condemning him.

Disagreeing with Shahramanyan's other proposals, the Azerbaijani side insisted that their demands must be met, simply to sign the declaration of the dissolution of the Republic of Artsakh, and then the fire would cease, allowing the people of Artsakh to live safely in their homes.

Shahramanyan accepted the proposal under the threat of force, publicizing the agreed text, which resulted, of course, in the cessation of fire, but the Republic of Artsakh was fully evacuated within a few days.
