Guidelines for Receiving 100,000 Dram Support for Displaced Persons

The Ministry of Labor and Social Affairs has issued a statement regarding support for persons displaced from Artsakh: “How can individuals displaced from Nagorno-Karabakh receive the one-time support of 100,000 dram allocated by the government due to the aggression against Nagorno-Karabakh?”

According to the government’s decision, all individuals forcibly displaced on or after September 24 due to the aggression against Nagorno-Karabakh will receive one-time support of 100,000 dram to cover their primary needs.

To benefit from the support program, the following steps must be followed:

Step 1. To receive assistance, it is mandatory for the individual to be registered in the database of the Migration and Citizenship Service of the Ministry of Internal Affairs. Those who did not register upon entering Armenia should visit the territorial humanitarian centers established in more than 60 communities in Armenia (addresses can be found at https://irazekum.am/nkc) or the Unified Social Service station in Parakar (address: Nairi 40).

Step 2. Displaced individuals who have been registered and do not possess bank cards must apply to a preferred bank to obtain a free card, to which the support amount will be transferred. After submitting the card issuance request, the Central Bank will send the card number of the new cardholder to the Unified Social Service for the purpose of transferring the financial assistance to the card.

Moreover, displaced individuals who already possess bank cards (including pension cards) do not need to apply anywhere or acquire a new card. The 100,000 dram one-time support will be transferred to their cards in the coming days.

Individuals aged 75 and older, as well as individuals with disabilities of the 1st or 2nd group who do not possess bank cards, can receive the support in cash from Haypost (potentially through a postal worker) based on identification documents.

Important considerations: Every adult person must have their own card account to which the support amount will be transferred. The support amount accessible to underage children will be received by their mother or legal representative by submitting an application on an online platform (information regarding the launch of the platform will be provided after the Government ratifies the procedures) or in person at the Unified Social Service.

Individuals lacking identification documents should first approach the Migration and Citizenship Service of the Ministry of Internal Affairs (passport department), where, after verifying their identity, they will be issued a certificate that can be used to open a card account in a bank and receive the support amount.

* Card accounts can be opened in all banks operating in Armenia, except for “Mellat Bank” and “Fast Bank,” which currently do not service card accounts for individuals.
