Who Attended the CIS Defense Ministers Council Meeting in Tula Instead of Papikyan

Instead of Armenian Defense Minister Suren Papikyan, Major General Artak Tonoyan represented the Armed Forces of Armenia at the CIS Defense Ministers Council meeting in Tula. This was reported to the media by the spokesperson for the Armenian Ministry of Defense, Aram Torosyan.

It is noteworthy that, according to a statement from the Russian Ministry of Defense, the meeting was also attended by the Azerbaijani Defense Minister. The Russian Ministry of Defense had previously announced the convening of the council meeting.
