Video footage has emerged from near the Red Cross office in Stepanakert. "There is no electricity in the city, charging phones is as crucial as bread," journalist Marut Vanyan reports.

It is worth mentioning that yesterday it was announced that the authorities of the Republic of Artsakh accepted the proposal from the command of the Russian peacekeeping forces regarding a ceasefire.
