Haypost Fails to Notify All Voters About Election Day and Time
The Haypost company has failed to notify all voters by mail regarding the voting day, polling station number, address of the precinct center, and time, prior to the Yerevan city council elections, despite this being a requirement of the Electoral Code.
It is currently unclear which portion of the voters received the notifications and how many did not, but numerous citizens have reported to “Azatutyun” that they were not notified.
The Central Electoral Commission has also received alerts from various citizens indicating that they do not know where they are supposed to vote.
According to citizens' personal data (first name, last name, patronymic), the numbers and locations of polling stations are posted on the elections.am website. However, this is an electronic resource, and not all voters are aware of the voters’ register and are able to utilize it.
Armen Ghazaryan, head of the Migration and Citizenship Service of the Ministry of Internal Affairs, stated during a briefing at the CEC today that the ministry has signed a contract with Haypost for the provision of postal notification services, and Haypost was obligated to deliver all notifications to voters on time. Moreover, Haypost is not a private company; its shareholder and owner is the Republic of Armenia, and the company is managed by the Ministry of High-Tech Industry.
