New Proposals from Azerbaijan Received, Says Mirzoyan

There are significant issues regarding the agreement on the peace treaty, where the positions of the parties are still quite far apart. This statement was made today by the Minister of Foreign Affairs of Armenia, Ararat Mirzoyan, during a Q&A session with the government in the National Assembly, in response to a question from Sona Ghazaryan, a member of the 'Civil Contract' faction, about the current phase of the peace treaty discussions between Azerbaijan and Armenia.

The head of the RA Foreign Relations Committee, Sargis Khandanyan, stated in a conversation with journalists today that Azerbaijan has not yet responded to Armenia's proposals regarding peace. Azerbaijan’s Foreign Minister, Jeyhun Bayramov, also announced that the negotiations aimed at signing the peace treaty between Armenia and Azerbaijan are currently on hold.

The Minister indicated, 'The Armenian side had conveyed the fifth revision of the agreement on the normalization of relations and the establishment of peaceful relations to the Azerbaijani side; it was our turn to do so, and we did it. Literally, yesterday we received new proposals from the Azerbaijani side.'

The head of the Foreign Affairs Ministry mentioned that although there have been no face-to-face negotiations since June, the process and discussions continue. Regarding meetings and negotiations held in various formats and platforms, the minister noted that proposals are almost constantly being received. He emphasized that at this moment, there is no agreement on any specific meeting, but there are preliminary agreements and discussions.

It should be recalled that in 2021, Azerbaijani President Ilham Aliyev announced his readiness to sign a peace treaty with Armenia. In March 2022, Baku passed a five-point proposal to Yerevan regarding the normalization of relations. The Armenian side made modifications and sent its version. Since then, there have been several phases of negotiations between the parties at various levels.

Recently, high-level Armenian-Azerbaijani meetings have been held in Washington, Brussels, Moscow, and Chișinău. The last meeting at the level of the foreign ministers of Armenia, Russia, and Azerbaijan took place on July 25 in Moscow.
