If H1 Does Not Provide Additional Time to the Other 13 Parties, It Creates an Advantage for the CP: Ionisyan
Daniel Ionisyan, founder and program coordinator of the Civic Consciousness NGO, made a post on his Facebook page:
“H1 is obliged to grant the other forces 34 additional minutes. On September 11, Prime Minister Nikol Pashinyan and on September 4, Vice President of the National Assembly Ruben Rubinyan discussed the elections in Yerevan during their respective interviews broadcast on Public Television during prime time, speaking for approximately 8 minutes and 26 minutes, respectively. They criticized the competitors of the ‘Civil Contract’ party and praised Tigran Avinyan, thereby conducting pre-election propaganda in various ways.
Article 20, Section 3 of the Electoral Code clearly states that during elections, public television is obliged to provide non-discriminatory conditions for the parties (alliances) participating in the elections. Consequently, Public Television must provide each representative of the other 13 participating parties with 34 minutes of additional coverage during prime time.
Otherwise, it will be evident and indisputable that H1 is providing a competitive advantage to the CP during the pre-election campaign period in violation of the Electoral Code.
‘Independent Observer’ will monitor the compliance with this legal requirement.”
