17 Individuals Attempted to Obtain Driver's Licenses Through Bribery

On August 28, 2023, the prosecutor confirmed an accusatory conclusion regarding 17 individuals who attempted to obtain driver's licenses through bribery, and forwarded the materials of the criminal case to the Anti-Corruption Court.

The criminal proceedings reviewed by the Anti-Corruption Committee established that from March to May 2023, 17 citizens of the Republic of Armenia gave sums ranging from 70,000 to 300,000 AMD to a citizen named G.G. in order to obtain driver's licenses without passing theoretical and practical exams, and to add new categories to their licenses.

G.G., who initially did not intend to bribe any public official, received a total of 5,931,000 AMD under the pretext of mediating bribes.

The prosecutor initiated public criminal prosecution against the aforementioned 17 individuals on June 14 and 16, 2023, under point 3 of part 2 of Article 44-436 of the Criminal Code (attempting to bribe a public official in exchange for forbearance, protection, or other unlawful action or inaction).

The public criminal prosecution against G.G. was initiated on June 24, 2023, under part 2 of Article 440 of the Criminal Code (obtaining property, including cash, securities, or other instruments, rights to property, services, or any other advantage through the pretext of mediating a bribe) (25 instances), part 3 of Article 44-436 of the Criminal Code (attempt to induce bribery) (24 instances), and parts 2 and 3 of Article 44-436 (attempt to induce large-scale bribery) (1 instance). The prosecutor confirmed the accusatory conclusion on July 4, 2023, and submitted the materials of the criminal case to the court.
