France to Present a Resolution on the Lachin Corridor to the UN Security Council: Le Figaro
France is preparing to submit a resolution to the United Nations Security Council regarding the unblocking of the Lachin Corridor. This information was reported by Jean-Christophe Buisson, the deputy editor of the reputable French magazine Le Figaro.
Specifically, Buisson states that the resolution aims to assist the 120,000 residents of Nagorno-Karabakh, who are on the brink of starvation due to Azerbaijan's blockade of the Lachin Corridor. Additionally, Paris and key regions of France will send a humanitarian convoy to Armenia next week.
He noted that the lives of these 120,000 men, women, and children are in the hands of the UN Security Council. Buisson recalled that on December 12, 2022, the closure of the only route connecting Nagorno-Karabakh to Armenia and the outside world put the exclusively Armenian population of the region under severe strain.
The journalist also highlighted that residents are deprived of basic means of survival, medicine, gasoline, food, as well as electricity, water, and internet access, which are regularly cut off by surrounding Azerbaijanis. Buisson pointed out that several fatalities have been reported among the civilian population due to the blockade and lack of food.
It should be noted that on August 11, Armenia appealed to the UN Security Council, requesting an emergency meeting concerning the worsening humanitarian situation due to the complete blockade of Nagorno-Karabakh. This meeting took place on August 16. However, no positions from the countries that spoke at the meeting were documented in any official papers. MFA spokesperson Ani Badalyan stated that procedurally, the urgent meeting of the UN Security Council is a discussion format and does not imply the direct adoption of a document (resolution or statement).
Furthermore, only the 15 (permanent and non-permanent) members of the UN Security Council have the right to propose drafts of resolutions and initiate voting; Armenia, not being a member of the Security Council, does not possess such authority.
