Armenian Prime Minister Nikol Pashinyan addressed the blockade of the Lachin Corridor and the humanitarian situation in Nagorno-Karabakh at the start of a government meeting: "The only change in the situation is that some movement of citizens in need of treatment and others has begun through the Lachin Corridor via the Red Cross and the Russian peacekeeping force in Nagorno-Karabakh," he said.

Pashinyan noted that at the same time, credible information has emerged that plans are being developed to unilaterally open the Lachin Corridor, meaning allowing exit from Nagorno-Karabakh while not permitting entry.

The Prime Minister reminded that many residents from Nagorno-Karabakh in Armenia cannot return: "About 5,000 of them have been here since December of last year due to the closure of the Lachin Corridor, while another approximately 30,000 are here because of the non-implementation of the seventh point of the trilateral statement of November 9, 2020. I would like to remind that the seventh point of the trilateral statement states: 'Internally displaced persons and refugees shall return to the territory of Nagorno-Karabakh and adjacent regions under the control of the Office of the United Nations High Commissioner for Refugees.' The failure to implement this provision and other facts continuously testify that Azerbaijan's main goal is to remove the Armenian population from Nagorno-Karabakh through ethnic cleansing."
