The Format of the UN Security Council Emergency Session Does Not Imply Direct Adoption of a Document, Ministry of Foreign Affairs

The UN Security Council members interested in genuine, long-term stability in the region must take clear steps, coordinate efforts regarding the importance of reopening the Lachin corridor, with the effective application of existing mechanisms, aimed at directing towards the immediate resolution of the issue. This was reported by the Ministry of Foreign Affairs.

“On August 16, an emergency session of the UN Security Council was held regarding the humanitarian situation that has arisen in Nagorno-Karabakh. Countries expressed their positions, but this was not recorded by any document. Why was no decision adopted? Didn’t Armenia present such a document? As we have already mentioned, we highly appreciate both this session and the previous one held in December, as well as the principled positions expressed by our partners and international organizations in various international platforms up to now, which are aligned with the primary mandate of the UN Security Council concerning the maintenance of international security and peace, universal values of human rights protection, and, perhaps the most urgent at this moment, the awareness of preventing Azerbaijan’s aggressive actions and a new humanitarian disaster in Nagorno-Karabakh.

From a procedural standpoint, the format of the emergency session of the UN Security Council involves discussion, and it does not imply the direct adoption of a document (resolution or statement). Additionally, only the 15 (permanent and non-permanent) members of the UN Security Council have the right to initiate the presentation of draft resolutions and propose them for a vote; Armenia, not being a member of the UN Security Council, does not have such authority.

Does this conclude the process? Not at all; this is an ongoing process. The Ministry of Foreign Affairs of the Republic of Armenia continues to carry out active work in the UN and other platforms. Today, the international community, members of the UN Security Council interested in genuine, long-term stability in the region must take clear steps, coordinate efforts regarding the importance of reopening the Lachin corridor, with the effective application of existing mechanisms aimed at directing towards the immediate resolution of the issue,” the statement reads.
