What is the Cause of the Situation in Artsakh: Artsakh State Minister
Determining the precise nature of the problem is crucial for identifying solutions to the arising issues. The current situation in Artsakh is a result of the failure to fulfill the obligations undertaken by the parties in the trilateral statement of November 9, 2020. This was stated by Artsakh's State Minister Gurgen Nersisyan on his Facebook page.
“Therefore, it is not enough to simply voice humanitarian issues and seek solutions for them; we must ensure the implementation of the trilateral statement. People in Artsakh should not have to think about receiving medicine, baby formula, or food through the ICRC. Why should those in Artsakh face humanitarian issues that necessitate discussions about new solutions? It is evident that the population of Artsakh has been artificially placed in a humanitarian crisis due to the deliberate and premeditated actions of Azerbaijan. Consequently, humanitarian pathways are presented as a noble manifestation of humanity to force proposals for exiting this situation,” he noted.
According to the Minister, the support of the international community should be sought not in addressing humanitarian issues but in ensuring the implementation of the trilateral statement of November 9, 2020, as well as the International Court of Justice's decisions from February 22, 2023, and July 6, 2023, including the restoration of gas and electricity supplies. “If that is accomplished, the people of Artsakh will independently resolve all their humanitarian issues and will not need the support of the ICRC or any new pathways of 'rescue'. As long as this is not the case, the main discourse will revolve around the humanitarian situation, and surprisingly, even the parties to the trilateral statement are discussing it,” Nersisyan emphasized.
“By the way, the presence of Azerbaijanis on the humanitarian pathways or their proximity constitutes a humanitarian crisis for us. It amounts to contemptuous examinations of patients at checkpoints, military targeting of agricultural machinery, the abduction of Vagif Khachatryan by a vehicle bearing the ICRC emblem, and the capture of wayward Rashid Beglaryan. These circumstances manifestly point to the will of the Azerbaijani authorities to achieve 'peace',” he added.
