Document Proposed by Lavrov on July 25 Revealed by Tigran Petrosyan
The President's Crisis Management Council advisor from Artsakh, Tigran Petrosyan, wrote on Facebook that Russian Foreign Minister Sergey Lavrov had presented a draft proposal regarding the rights of Armenians within Azerbaijan.
“This is the document Lavrov proposed on July 25… I am compelled to publish it so that the public understands what is really happening… Today, Putin has the opportunity to change his attitude and plans at the UN Security Council meeting… Let’s wait…” wrote Tigran Petrosyan, also sharing a photo of the document.
The document outlines the fundamental principles and parameters for ensuring the security and rights of the Armenian population in the territory of the former Autonomous Oblast of Mountainous Karabakh, in accordance with Azerbaijani legislation. The key points include:
- Equality before the law and equal legal protection, excluding discrimination based on ethnic, linguistic, religious, or other grounds.
- Prevention of forced resettlement of the Armenian population from their places of residence.
- Legislative prohibition of any persecution, punishment, or limitation of rights against the Armenian population on the pretext of participation of local authorities and armed formations, except for individuals recognized guilty of military crimes by a court.
- Proportional representation of the Armenian population in legislative, judicial, and executive government structures at the national, regional, and municipal levels, including in the Azerbaijani police and prosecutor's office.
- Participation in the development and adoption of decisions concerning the Armenian population at the national, community, and municipal levels.
- Free use of the Armenian language in state institutions alongside Azerbaijani, including in official correspondence and office work, as well as in public places within compact Armenian-populated areas, including the placement of road signs, plaques, and announcements in Armenian.
- Inviolability of private property of the Armenian population, including real estate and land lots.
- Creation of public organizations and ensuring their uninterrupted operation.
- Provision of necessary conditions for the freedom of religious practice and the operation of religious institutions and organizations for the Armenian population, ensuring the inviolability of their property.
- Preservation of Armenian culture and national identity, including historical and cultural heritage, and the development of Armenian-language media.
- Education in Armenian at preschool, primary, secondary, and higher educational institutions, both state and private.
- Ensuring close cultural, educational, informational, sports, and other humanitarian connections between the Armenian population in the territory of the former Nagorno-Karabakh Autonomous Oblast based on a separate agreement between Armenia and Azerbaijan.
- Establishment and maintenance of free and peaceful connections beyond the border with persons legally residing in other states, particularly with those who share a common ethnic, cultural, linguistic, and religious identity or cultural heritage.
- Unobstructed receipt of economic and humanitarian assistance from abroad by the Armenian population.
