What Russia has sent is a plan for the integration of minorities, it's a disgrace: Samvel Babayan

Samvel Babayan, the former Secretary of the Security Council of Artsakh and President of the United Homeland Party, believes that Azerbaijan's recent announcements are more related to its application to the UN Security Council than to any real risk of escalation. According to NEWS.am, he stated, “I wouldn’t say there is a new risk of escalation. Indeed there is some movement, for example, the Russian troops had a movement of 20-25 people in the Lachin corridor, they filmed it, raised a commotion as if there was some movement, and if there was a small movement of troops at the Armenian borders, I don’t consider that it has created tension, they are simply looking at it from a different perspective and trying to make it more vocal, especially since the issue needs to be discussed in the UN. They are trying to say that Armenians are amassing troops against that background. That’s how I’d look at it,” he said in an interview with the media.

“If we start those negotiations, it will become clear what we will do. Yes, we have every option available. I am saying that we are preparing a document, refining it, a delegation is being formed, we are going to negotiations, but not me. 120,000 people are currently held captive; we need to find economic solutions. You cannot just let it be; finally take responsibility for yourselves,” he emphasized.

Babayan also disagrees with Russian Foreign Minister Lavrov's proposal, which has essentially not been implemented. “For example, 2 cars passed through Aghdam, about 10 more cars passed through Lachin, then it was closed again, and another demand arose. In my proposal, the road is opened, and negotiations continue in parallel.”

Babayan notes that Artsakh can negotiate independently and has no need for any mediator. “What Russia has sent in the end is a plan for the integration of minorities, which is a disgrace. That document has been sent to Artsakh or Yerevan, I don’t know, but whether they will allow us to speak in our own language or engage in sports. It cannot be like that; first we are, and then everyone else,” he stressed.

Babayan stated that today it is necessary to work on the international platform and find solutions, and that short-term solutions can be made at any moment, but this should be left for later.
